Cross-Border Tax Tools 2026 — Compared

If you sell cross-border to the EU, US, or globally, you need software that calculates the right tax at checkout, handles multiple jurisdictions, and ideally helps with filing. There are a lot of options. Most comparison articles online are affiliate-driven fluff. This series isn’t.

Every comparison in this series uses the same criteria, scored the same way, so you can compare across tools — not just within a single head-to-head article.

We evaluate every tool on the same 12 axes. These are the things that actually matter to a seller shipping cross-border:

#CriteriaWhat We’re Checking
1Local filingCan the tool file your local/domestic tax returns natively, or is it calculation-only?
2EU IOSSDoes it calculate destination-country VAT for sub-€150 B2C shipments to the EU?
3EU OSSDoes it handle One Stop Shop for digital services or intra-EU distance selling?
4US sales taxDoes it calculate US sales tax, track nexus thresholds, and support filing?
5VAT calculation at checkoutReal-time, accurate tax calculation during the checkout flow — the core job.
6Platform integrationsWhich e-commerce platforms does it connect to? Shopify, WooCommerce, BigCommerce, marketplaces, ERPs?
7Pricing modelHow much does it actually cost? Per-transaction, monthly, annual contract, quote-based?
8Setup complexityCan a solo seller set it up in an afternoon, or does it need a developer and a sales call?
9Reporting and recordsDoes it produce the reports you need for filing and audit readiness?
10EcosystemWhat else does the tool connect to — payments, billing, invoicing, ERP, customs?
11SupportDocumentation quality, human support availability, and real-world reviews.
12Best forThe honest verdict — who should use this tool and who shouldn’t.

We don’t score numerically. Tax tools aren’t comparable on a 1-10 scale — a tool that’s perfect for a Shopify solo seller is terrible for a multi-entity enterprise, and vice versa. Instead, each comparison gives a clear verdict per criterion and an honest “best for” recommendation.

Here’s the landscape of cross-border tax tools relevant to international sellers, with links to our head-to-head comparisons:

If you want registration, calculation, invoicing and filing from one provider, GoodVat covers the full cycle in 190 countries, across any store or payment processor, for a flat monthly fee. Onboarding starts with a call rather than self-serve signup, and e-invoicing is still on the roadmap.

If you use Stripe for payments, Stripe Tax is the path of least resistance. It activates in minutes and handles EU and US tax calculation on Stripe transactions. It doesn’t file returns — pair it with an IOSS intermediary and local filing software.

If you’re on Shopify, Shopify Tax now handles checkout calculation natively (since April 2025). You may still need Avalara or Quaderno for filing and multi-channel support.

If you sell digital products or SaaS, Anrok and Quaderno are purpose-built for digital tax rules (place of supply, B2B reverse charge, evidence collection).

If you’re mid-size or enterprise with an ERP, Avalara or Vertex are the only realistic options — they have the integration depth and filing breadth for complex multi-entity setups. Choose Vertex if SAP is your ERP; Avalara for most other platforms.

If you’re a small seller just starting to sell internationally, you probably need Stripe Tax or Quaderno for calculation, plus a separate IOSS intermediary for filing. Total cost: under $100/month. If you’d rather have returns filed for you as well, GoodVat starts at $20/month.

If you’re a marketplace, payment processor or Merchant of Record, see Tax Compliance for Platforms below. Of the tools in this series, only GoodVat is sold as white-label infrastructure you can offer to your own users.

It’s worth being explicit about the gaps:

  • Only Taxually acts as your IOSS intermediary. The others calculate the right VAT at checkout, and GoodVat also prepares and files the monthly IOSS return, but sellers based outside the EU are legally required to appoint an intermediary (EAS Project, SimplyVAT, AVASK, etc.). We have a separate comparison of IOSS intermediaries.
  • Most don’t file local tax returns. Only GoodVat, Avalara, Taxually, and Vertex offer broad local filing capabilities. The rest produce reports you feed into Xero, QuickBooks, or FreeAgent for filing.
  • None of them replace an accountant. They get the numbers right. An accountant tells you what the numbers mean for your specific business.

Tax Compliance for Platforms (White-Label)

Section titled “Tax Compliance for Platforms (White-Label)”

Every tool above is built for a business managing its own tax. There’s another kind of buyer: platforms whose users need tax compliance, and who want to provide it themselves.

GoodVat sells its compliance engine as a white-label API for these platforms:

PlatformThe problemWhat GoodVat provides
Online marketplacesMarketplace facilitator and deemed-supplier rules in the US, EU, UK and Australia can make the platform liable for tax on third-party salesTax calculated on every product sold, facilitator obligations met by jurisdiction, and threshold tracking, invoices and reports for each seller
Payment processors (PSPs such as Adyen, acquirers, PayFacs)Stripe merchants get tax in the same dashboard where they take payments, and merchants move to Stripe for itTax calculation, invoicing and filing in your checkout and merchant dashboard, under your brand and your pricing
Merchant of Record platformsAn MoR is the seller of record and carries tax liability in every country it sells intoCalculation, registration and filing infrastructure for each new market, without a local tax team in every country

How the other tools compare here: Stripe Tax serves platforms only through Stripe Connect, is Stripe-branded, and can’t be resold by a competing PSP. Avalara and Vertex are built into many platforms through partner programmes, but under their own brand and enterprise contracts. Quaderno, Taxually, Anrok and TaxCloud are sold to individual businesses.
